European Territorial Cooperation Programme “Greece-Bulgaria 2007-2013” 


The European Territorial Cooperation Programme “Greece-Bulgaria 2007-2013” aims at a stronger and more sustainable economic and social development across the borderline between Greece and Bulgaria. The overall strategic goal of the Programme integrates the objectives and priorities of the Lisbon Agenda, the Gothenburg agenda and the National policies for the welfare and the future of the cross-border area and its residents. The Strategic Goal is, thus, “to promote the cross-border area by ensuring regional cohesion and enhancing competitiveness”. The overall goal of the Programme will be reached via the following two strategic objectives:
Strategic Objective 1: Strengthening the attractiveness of the area by upgrading the quality of life and improving accessibility structures
Strategic Objective 2: Enhancing competitiveness by promoting entrepreneurship, establishing networks of cooperation and investing in human resources


Eligible area

The programme area consists of:
Greece: Region of Eastern Macedonia-Thrace (Regional Units of Evros, Kavala, Xanthi, Rodopi and Drama) and Region of Central Macedonia (Regional Units of Thessaloniki and Serres).
Bulgaria: South-West Planning Region and South-Central Planning Region (Districts of Blagoevgrad, Smolyan, Kardjali and Haskovo).

The Regional Unit of Kavala has been included as adjacent area with a total project expenditure undertaken in this area not exceeding 20% of the total expenditure provided by the European Regional Development Fund (ERDF) in the Programme.

The cross-border cooperation area extends to 40.202 km2 and has a total population of 2.812.236 inhabitants.

Programme budget

The total budget (ERDF and national contribution) for the European Territorial Programme “Greece-Bulgaria 2007-2013” is €132.318.963,00. The total financing consists of €112.471.118,00 (85%) ERDF funding and €19.847.845,00 (15%) national contribution.

Priority Axes and Specific Objectives

The European Territorial Cooperation Programme “Greece-Bulgaria 2007-2013” covers three Priority Axes and a Technical Assistance one. Each of the Priority Axes is further broken down in a number of Areas of Intervention, as presented in the following table:

Technical Assistance

4.1 Core Programme Management Activities

Technical Assistance will refer only to the Management and Administration of the Programme and will, thus, include funds solely targeted to the smooth implementation, monitoring and evaluation of the Programme. Thus, the funds reserved for this Priority Axis will be used for internal purposes. Target Groups will be the staff of the Management Structures of the Programme and, ultimately, all beneficiaries identified under the three Priority Axes of the Programme
