Project Description

Summary

The FLOODGUARD 2 project builds on the outcomes of the FLOODGUARD project, which was carried out during the 2014–2020 programming period. The project’s main goal is to increase first responders’ ability to respond to floods and other emergencies and disasters that occur in the cross-border area of Greece and Bulgaria. This will be accomplished by providing specialised equipment, organising cooperative training sessions and exercises, and increasing public awareness and preparedness in the cross-border area in order to ensure appropriate and prompt responses to various crises and disasters.
In addition to ensuring increased resilience in the event of floods and other disasters and emergencies, the project will lower the risk of disaster and the effects of potential emergencies. Specialised and rescue equipment, as well as equipment for evacuation camps, will be delivered during the project’s implementation, and a number of coordinated training sessions and field drills will take place.
In Bulgaria, appropriate evacuation sites will be identified and the relevant procedures will be created or updated. Children’s trainings and adult information campaigns will be held in Bulgaria to improve the population’s flood protection readiness. In Greece, informational events about flood safety will be held for young people. The project beneficiaries will hold a final press conference at the project’s closure in the Bulgarian district of Blagoevgrad, where they will showcase the results achieved.

Expected Results

The project’s main results are:

  • Completion and equipment of the Training Center (period 2014-2020) in Blagoevgrad, Bulgaria
  • Joint strategic and operational documents developed by the Project Partners
  • Increased technical capacity of the National responsive authorities to respond to floods and subsequent natural disasters through delivery of specialised equipment
  • Increased flood and emergency safety and awareness of the population in the cross-border region
  • Conduction of joint professional trainings, including exchange of knowledge, experience and good practices, for operational activities in case of floods and subsequent natural disasters.
  • Organisation of two (2) joint field exercises (1 in Greece and 1 in Bulgaria)

The project’s implementation and its results will enhance a territorial integrated approach through cooperation. Cooperation actions will increase the (technical and administrative) capacity for a more efficient and timely response to different types of natural disasters. The delivered equipment will improve the effectiveness of immediate and targeted response to disasters and emergencies, limiting the exposure of the population to risk.

Result Indicators:

  • RCR35 – Population benefiting from flood protection measures Individuals => 300 000 (persons);
  • RCR84 – Organisations cooperating across borders after project completion => 2
Expected Outcomes

The main outputs of the project are:

  • the improvement of the education, training and technical capacity of the first responders and
  • the readiness and preparedness of the population in the cross-border area in case of floods and subsequent natural disasters and emergencies.

 

With the realisation of the project outputs, a better and stronger cooperation will be achieved between the two project beneficiaries and the two countries.

The main target groups that are expected to benefit from the project outputs are:

  • the general population of the cross-border region
  • the first responders of both countries, by receiving new equipment and trainings based on standard operational procedures and joint intervention plans that will be developed in the context of the project. The first responders’ improved preparedness for immediate and targeted response to disasters and emergencies will limit the exposure of the population.
  • the local authorities in the four districts in Bulgaria, by updating their action plans and determining suitable places for evacuation.

  • RCO24 – Investments in new or upgraded disaster monitoring, preparedness, warning and response systems against natural disasters => EUR 5.781.498,36;
